This is the second building that Christopher Nolan has blown up for his upcoming film "The Dark Knight" which is the sequel to Batman Begins. The film took a parking garage in Chicago, and made it into Gotham City Hospital, and then blew it up. This explosion happened over in England and frightened citizens called police to report a terrorist act. This scene is rumored to be the beginning of the film and involves Bruce Wayne/Batman escaping from the building as it explodes. You can see more of the explosion here.
I can't wait to see this film in July '08! I can't even wait for the trailer rumored to be released in January.
